What is Section 508?

Section 508 of the Rehabilitation Act is a new U.S. federal law that requires electronic and information technology to be accessible to disabled persons. Using various assistive devices, disabled people should be able to "hear" the words and execute all functions of a system regardless of their disabilities. The U.S. federal law applies to procurements made on or after June 25, 2001.

The Final Standard defines the complete set of regulations and requirements in detail. The disabilities addressed in this standard include vision, hearing, manual dexterity and mobility impairments. The U.S. federal regulations are divided into various categories of products:


In addition the specific categories described above, the U.S. federal regulations have also defined general functional performance criteria for overall product evaluation and for items not addressed by the preceding categories. These criteria are categorized as follows:


If a company does not meet Section 508, disabled persons may file formal complaints and lawsuits, solely with the objective of forcing compliance, not for punitive damages. While there could be legal ramifications for noncompliance, Section 508 also makes good business sense. E-Gov, as an increasingly important means of public interaction, should include all members of our society.

Software Applications and Operating Systems

Software Applications and Operating Systems Disabled users must be able to:

  • Execute all textually discerned functions from the keyboard without the use of a mouse

  • Determine the state and position of the cursor

  • Access explanatory text associated with images

  • Interact with all elements of the system

  • Turn off animation

  • Interpret significance of color coding by another means

  • Be assured that the screen will not blink or flash at certain frequencies (which can cause epileptic seizures)

  • Complete and submit all electronic forms


Web-Based Intranet and Internet Information and Applications

Web-Based Intranet and Internet Information and Applications Disabled users must be able to:

  • Access explanatory text associated with images and sounds

  • Interpret significance of color coding by another means

  • Navigate around a web page and access data in tables

  • Select a link

  • Skip repetitive navigation links

  • Be assured that the screen will not blink or flash at certain frequencies

  • Be warned before a time-out, and given the opportunity to request more time

  • Complete and submit all electronic forms


Telecommunications Products

Telecommunications Products Disabled users must be able to:

  • Utilize TTYs on all telecommunications products

  • Turn up the volume (and have the volume automatically return to normal after use)

  • Be warned before a time-out, and given the opportunity to request more time

  • Obtain access information (i.e. it can't be deleted by transmission techniques)

  • Operate all controls and keys


Video and Multimedia Products

Video and Multimedia Products Disabled users must be able to:

  • Access captioning describing audio information

  • Hear what is represented visually


Self Contained, Closed Products

Self Contained, Closed Products (Products such as information kiosks and transaction machines, copiers, printers, calculators, fax machines, etc) Disabled users must be able to:

  • Use the product without having to attach assistive technology (headphones are not counted as assistive technology for this purpose)

  • Be recognized by the system independent of a particular biological characteristic

  • Turn up the volume (and have the volume automatically return to normal after use)

  • Interpret significance of color coding by another means

  • Be assured that the screen will not blink or flash at certain frequencies

  • Operate all controls from a wheelchair or with limited mobility

  • Be warned before a time-out, and given the opportunity to request more time


Desktop and Portable Computers

Desktop and Portable Computers Disabled users must be able to:

  • Operate all controls

  • Input data

  • Be recognized by the system independent of a particular biological characteristic

  • Use assistive devices via industry standard ports


General Functional Performance

General Functional Performance Disabled users must be able to:

  • Use a mode of operation that does not require vision, or have support for vision-related assistive technologies

  • Use a mode of operation that does not require hearing, or have support for hearing-related assistive technologies

  • Use a mode of operation that does not require speech, or have support for speech-related assistive technologies

  • Use a mode of operation that does not require fine motor control or simultaneous actions

  • Use a mode of operation that accommodates limited reach and limited strength


Documentation and Support

Documentation and Support Disabled users must be able to:

  • Access available product support documentation in alternative formats

  • Obtain a description of product accessibility features in alternative formats

  • Obtain support services in a way that accommodates disabled end-users
